How to make a standing Pinwheel Party Decoration

This standing Pinwheel decoration is perfect for any one who has a desk to work at and makes a great party decoration and party favor.

Night of Navy Cardtock (for tag) 2 x 3.5
Whispher White Cardstock (for tag) 1 3/4 x 2 5/8
Scrap coordinating solid colors of cardstock for scallop and circle punches
